Prof. Chia Chuen Kao Inaugurated as TORI Director Prof. Chia Chuen Kao was named Director of Taiwan Ocean Research Institute (TORI) on Feb. 1, 2010 by supervising institute National Applied Research Laboratories (NARL). An inauguration ceremony was held on the same day. TORI's new director specializes in marine engineering and observation, is author of numerous academic publications, as well as a patent-owner. On loan from National Cheng Kung University (NCKU), Kao was Director of Coastal Ocean Monitoring Center at NCKU as well as Director of Engineering and Technology Promotion Center of National Science Council. He currently also serves as a standing council member of the Chinese Ocean and Underwater Technology Association and Joint Director of Asia-Pacific Economic Cooperation's (APEC) Marine Resource Conservation Working Group Project. Kao's endeavors in applied technology has won him recognition from various organizations, as is shown in Kao's plethora of honors, including the Distinguished Performance Award from Central Weather Bureau, Medal of Technology from Chinese Ocean and Underwater Technology Association, Distinguished Academia-Industry Collaboration Award from National Cheng Kung University, and Best Paper Award from Taiwan Society of Ocean Engineering. Having had ten years of experience and international exchange in the APEC research projects, he names observation as one of the most crucial means for understanding ocean. And successful observation, he says, is reliant on one's capacity to conduct independent observation. This is especially true for systematic observatory undertakings that will eventually shape the foundation of the national marine database. Mastering key technologies, establishing technical teams, and insisting on procedural discipline are therefore the preconditions for success. Kao expects to lever his extensive experience as he commences to proactively lead TORI in its multi-faceted development. NARL President Wen-Hwa Chen welcomes Director Kao on behalf of NARL, and anticipates that Kao's guidance will accelerate TORI's growth. Director Kao calls on all TORI staff to work in unity, transforming TORI into a key research and development body for marine technology in Asia, while aiming at making a difference in the international sphere.
